One Person, Many Income Streams: A Practical Guide to Georgia’s Tax Reliefs

A freelancer may also own a home, foreign shares and digital assets. Georgia’s tax reliefs can be valuable, but each receipt has its own source rule, rate and evidence. Here is a way to keep them apart.

Make an income map before choosing a tax rate

One person can invoice clients, draw salary, receive rent, collect dividends and sell property in the same year. The mistake is to treat the most attractive tax rate as if it covered all of them. Georgian tax law classifies each receipt first. Then it asks whether the taxpayer is resident, whether the income is Georgian-source, whether a specific exemption applies and who must file or withhold.

The 1% opportunity has boundaries

Small-business status belongs to a qualifying individual entrepreneur, not to every individual or every invoice. Under the Code and Government Ordinance No. 415, some work is ineligible for status; other receipts can be earned while holding status but do not enter its preferential base. The 1% rate applies to qualifying gross receipts. After the GEL 500,000 annual threshold is crossed, 3% can apply from the relevant month; two consecutive years above the threshold can end the status. The client can be abroad and the individual can be a noncitizen, but neither fact settles the activity or employment classification.

“Foreign” is a legal source, not a wire-transfer label

A Georgian tax resident individual’s income from a source outside Georgia can be exempt. Foreign dividends, some interest and foreign share gains may qualify under their own source rules. Yet a fee for work performed in Georgia is often Georgian-source even if paid by a nonresident client. A company abroad that merely channels its owner’s Georgian services into a “dividend” may invite a substance review. Classify the asset or activity behind each payment and retain the documents that show it.

Property brings more than one rule

Rental income from a residential property used for living may qualify for a 5% treatment, subject to the procedure and the exact facts. A privately held residential apartment or house sold after more than two years may produce an exempt gain; sale earlier can carry 5% on the gain. The 2026 public decision clarifies that organized trading, hotel-type property and rights under preliminary purchase contracts can have different results. Other assets may have their own two-year exemption subject to restrictions on economic use. VAT should also be reviewed where sales become an organized business. The source article mentions a special VAT rule for up to four apartments within four years; its precise scope and present wording should be checked before relying on it, especially where development or systematic sales are involved.

Dividends, interest and crypto

Georgian-source dividends paid by an ordinary company generally face 5% withholding, with the company’s own distributed-profit position assessed separately. Certain bank-deposit interest may be exempt, while other interest has source and withholding rules. A natural person’s gain from disposal of a crypto asset may qualify for favorable treatment under published Georgian tax interpretations, but the conclusion depends on the kind of transaction, whether the person is trading on their own account or running a business, and any cross-border obligations. A token received as payment for services is not automatically a capital gain on an investment.

Treaties and residence: another layer

Georgia’s residence rules include a 183-day test over a rolling twelve-month period with statutory timing details; there are special rules for qualifying high-net-worth individuals. A residence permit is not the same as tax residence. Another country can still claim residence or source-country taxing rights. An applicable double-tax treaty may resolve conflict through residence tie-breakers, business-profit rules or foreign-tax relief, but only on facts that meet its provisions. The treaty network changes, so check the agreement in force for the specific other country.

A clear annual review

  1. List income by legal type rather than by bank account.
  2. Record where work was performed and where assets and payers are located.
  3. Check residence, special status and whether each receipt is within the relevant rate or exemption.
  4. Review VAT, withholding, pension and reporting separately.
  5. Keep an evidence file before claiming an exemption or filing a return.

Georgia’s tax incentives are most useful when a person’s activities are described accurately. The aim is not to collect as many low rates as possible on paper. It is to find the right treatment for each income stream and make the explanation stand up to a real review.
